هدفت هذه الدراسة إلى تحليل واقع النوعية في جامعة محمد الأول وفق مجموعة من المعايير وذلك لتحديد أهم نقاط القوة وأبرز مواطن الخلل والضعف. ولتحقيق أهداف الدراسة، تم تحليل ما توافر من وثائق الجامعة وتقارير وزارة الوصاية، وتم إجراء تحقيق ميداني مع مسؤولين وأساتذة وطلبة. وقد توصلت الدراسة إلى العديد من النتائج، من أبرزها: توفر الجامعة على رسالة موحدة مع باقي الجامعات المغربية، وقيام الجامعة بأنشطة الحكامة كتشكيل هياكل التدبير وتبني تنظيم إداري ووضع أنظمة داخلية، لكن باستقلالية غير مكتملة في تدبير الموارد البشرية والمنشآت والمخصصات المالية، وبتطبيق محتشم لشعار "ربط المسؤولية بالمحاسبة". وإنجاز مجموعة من البرامج التخطيطية من دون مأسسة البحث المؤسساتي والتخطيط الاستراتيجي. واعتماد الجامعة على التمويل الحكومي مع ضعف كبير في إيرادات التكوين المستمر ومشاريع البحث. وتطور البيئة المادية بإحداث البنايات وصيانة المؤسسات والتجهيزات من دون كفاية الطاقة الاستيعابية ولا ترشيد معقلن للموارد. واعتماد نظام التعليم على الهندسة البيداغوجية في ضوء انخفاض معدلات التأطير، وغياب آليات التقييم، وضعف الشراكة مع المحيط الاجتماعي والاقتصادي. وشروع الجامعة بهيكلة البحث العلمي بإحداث العديد من بنيات البحث، في ضوء نقص تمويل البحث العلمي وضعف إنتاجيته. وتوفير الجامعة للعديد من الخدمات للطلبة كالإعلام والتوجيه والسكن والمنح والتغطية الصحية من دون سد الاحتياجات. وانخراط الجامعة في بعض أنشطة الجودة من دون وجود نظام شامل ومتكامل للجودة.(ملخص المؤلف)

The aim of this study is to analyze the issue of quality at Mohammad I University based on a set of standards in order to identify the most important strengths, the shortcomings and weaknesses. To achieve the objectives of the study, an analysis was conducted of the available university documents and ministry reports as well as a field investigation covering officials, teachers and students. Several results were derived from the study, notably: The University offers a unified message for all Moroccan universities. Governance activities at the University include establishing management structures, adopting an administrative organization and internal regulations, but with insufficient autonomy in matters related to the management of human resources, facilities and financial allocations and a timid implementation of the slogan “linking responsibility to accountability”. The university finalized a complete set of planning programs without the systemization of institutional research and strategic planning; it relies on government funding with very limited returns on continuous education services and research projects; its physical environment has evolved through new buildings and the maintenance of institutions and equipment but without sufficient absorption capacity or adequate rationalization of resources. The study also noted the teaching system is based on a pedagogical engineering characterized by the low numbers of management staff, the absence of assessment mechanisms and a weak partnership with the social and economic environment. The University’s started a scientific research structure through the creation of several research structures yet in the context of the lack of funding for scientific research and its poor productivity. The university provides many services to students such as media, guidance, housing, grants and health coverage thought lacking in scope of coverage, it was involved in some quality activities thought lacking a comprehensive and integrated quality system. Cette étude analyse l’état de la qualité de l'Université Mohammed Premier, selon une série de critères. Elle identifie ses principaux points forts et met en évidence ses lacunes et ses faiblesses. A cette fin, ont été analysés les documents mis à disposition par l’Université, les rapports du ministère de tutelle, et une enquête de terrain a également été menée avec certains responsables, des enseignants et des étudiants. L’étude se conclut sur les constatations suivantes: - L'Université se charge de la même mission que le reste des universités marocaines - Elle accomplit certaines activités liées à la gouvernance comme la création de structures de gestion et l’adoption d’une organisation administrative et de règlements intérieurs. Elle dispose toutefois d’une autonomie incomplète dans la gestion des ressources humaines, des infrastructures et des budgets, et applique timidement le slogan "la responsabilité va de pair avec la comptabilité" - L'achèvement d’un ensemble de programmes de planification sans toutefois que soit institutionnalisée la recherche institutionnelle et la planification stratégique. - La dépendance de l'Université vis-à-vis du financement gouvernemental doublée d’un manque significatif de revenus pour la formation continue et les projets de recherche. - l’amélioration du cadre matériel par la construction de nouveaux bâtiments, l’entretien des établissements et des équipements, mais sans satisfaction des besoins en termes de capacité d’accueil, ni gestion adéquate des ressources. - Le modèle d’enseignement repose sur un génie pédagogique caractérisé par la faiblesse des taux d’encadrement, l'absence de mécanismes d’évaluation, et le manque de partenariat avec l’environnement social et économique. - L’Université se lance dans une structuration de la recherche scientifique en créant de nouvelles institutions de recherche, bien que le financement de la recherche scientifique manque et que sa productivité soit faible. - L’Université offre aux étudiants des services tels que l’information, l’orientation, l’hébergement, les subventions et la couverture de santé sans pour autant combler la demande. - L’Université Mohammed Premier est investie dans des démarches qualité sans qu’elle se soit dotée d'un système complet et intégré d’évaluation qualité.
