هدفت هذه الدراسة إلى الإجابة على أسئلتها الرئيسية لأجل قياس مدى واقع التخطيط الشامل لإعادة الفتح الآمن وكبح انتقال فيروس كورونا، بالإضافة إلى قياس مدى واقع حماية تمويل التعليم في ظل الجائحة، وكذلك قياس مدى واقع التصور الجديد للتعليم والتسريع الإيجابي في أساليب التدريس، وأخيراً قياس مدى واقع التقدم نحو تحقيق الهدف الرابع من أهداف التنمية المستدامة. صممت صحيفة استبانة لغرض جمع وتحليل البيانات الخاصة بتحقيق أهداف الدراسة تكونت من أربعة محاور رئيسية وعدد (26) عبارة، وقد تم التحليل على ما عدده (73) صحيفة استبانة بحيث مثلت نسبة (30%) من مجتمع الدراسة الأصلي الذي بلغ (243) عضو هيئة تدريس بكلية الاقتصاد والعلوم السياسية / جامعة طرابلس القاطع (ب) خلال الفصل الدراسي خريف 2020-2021. استخدمت الدراسة المنهج المكتبي لتغطية الأدب النظري، ومنهج الإحصاء الوصفي في وصف وتحليل البيانات الخاصة بالجانب العملي. ومن أهم النتائج التي توصلت إليها الدراسة: أن هناك تدني في مدى واقع التخطيط الشامل لإعادة الفتح الآمن ولكبح الجائحة، حيث كان المتوسط الحسابي المرجح لاستجابات العينة (2.234) وحسب أوزان سلم ليكارت الخماسي (غير موافق)، وكذلك وجود تدني في مدى واقع مستوى حماية تمويل التعليم والتنسيق حيث كان المتوسط الحسابي المرجح لاستجابات العينة بهذا الخصوص (2.301) وحسب أوزان سلم ليكارت الخماسي )غير موافق)، وفيما يخص مدى واقع التصور الجديد للتعليم والتسريع الإيجابي في أساليب التدريس فقد جاءت استجابات العينة حسب المتوسط الحسابي المرجح (2.729) وبحسب أوزان سلم ليكارت الخماسي (محايد)، وأما مدى واقع الدفع نحو تحقيق الهدف الرابع من أهداف التنمية المستدامة فكان هناك تدني حيث سجل المتوسط الحسابي لاستجابات العينة (1.849) مما يشير إلى (غير موافق) حسب أوزان سلم ليكارت الخماسي. وقد خلصت الدراسة إلى عدة توصيات كان أهمها العمل بكل حزم وقوة وفاعلية نحو الدفع لتحقيق الهدف الرابع من أهداف التنمية المستدامة في ظل الجائحة. This study aimed to answer its main questions in order to measure the extent of the actual of comprehensive planning for safe reopening and curbing the transmission of the Corona virus, in addition to measuring the extent of the actual of protecting education financing under the pandemic, as well as measuring the extent of the actual of the new perception of education and positive acceleration in teaching methods, and finally measuring the extent of actual of progress towards achieving the fourth goal of the sustainable development goals. A questionnaire sheet was designed for the purpose of collecting and analyzing data for achieving the objectives of the study. It consisted of four main themes and (26) phrases. The analysis was done on (73) questionnaire sheets, which represented (30%) of the original study population, which amounted to (243) staff members, whose teaching at the Faculty of Economics and Political Science / University of Tripoli, Sector (B), during the fall semester 2020-2021. The study used the desk method to cover the theoretical literature, and the descriptive statistics method in describing and analyzing data on the practical side. One of the most important findings of the study is that there is a decrease in the extent of the actual of the comprehensive planning for safe reopening and to curb the pandemic, as the weighted arithmetic mean of the sample responses was (2.234) which according to the weights of the five-point Likert scale (not agree), as well as a low extent in the extent of the actual of the level of financing protection education and coordination, where the weighted arithmetic mean of the sample’s responses in this regard was (2.301) which according to the weights of the Likert pentagonal scale (not agree), with regard to the extent of the actual of the new perception of education and positive acceleration in teaching methods, the sample responses came according to the weighted arithmetic average (2.729) which according to the weights of the scale Likert pentagram (neutral), and regarding the extent of the actual of pushing towards attaining the fourth goal of the sustainable development goals, there was a decline, as the arithmetic mean of the sample responses was recorded (1.849), which indicates (not agree) according to the weights of the five-point Likert scale. The study concluded with several recommendations, the most important of which was to work firmly, strongly and effectively towards attaining the fourth goal of the sustainable development goals during the pandemic period.
