في ظل الثورة المتسارعة للتكنولوجيا الرقمية أصبحت المواطنة الرقمية ضرورة لإخضاع سلوكيات الأفراد لضوابط أخلاقية تحدد السلوك المقبول والمناسب عند استخدامهم للتكنولوجيا الرقمية، كما تعزز المواطنة الرقمية البيئة الإلكترونية الإيجابية التي تكون أكثر أمنًا وسلامةً للجميع وتعمل على توفير الأساس الذي يقوم عليه المجتمع الرقمي. وقد هدفت هذه الورقة البحثية إلى تقديم رؤية مقترحة لتعزيز قيم المواطنة الرقمية لطلاب التعليم قبل الجامعي في ضوء الاتجاهات العالمية المعاصرة، وذلك من خلال: تحديد مفهوم المواطنة الرقمية، وأهميتها، ومراحلها، وتحديد عناصر المواطنة الرقمية (الوصول الرقمي، والتجارة الرقمية، والاتصال الرقمي، ومحو الأمية الرقمية، والآداب الرقمية، والقانون الرقمي، والحقوق والمسؤوليات الرقمية، والصحة والسلامة الرقمية، والأمن الرقمي)، وكذلك تحديد قيم المواطنة الرقمية، وهي: (الاحترام والتعليم والحماية)، وعرض لأهم الاتجاهات العالمية المعاصرة في المواطنة الرقمية، وواقع المواطنة الرقمية في مصر، ثم تقديم رؤية مقترحة اشتملت على: منطلقات الرؤية، وأهدافها، وآليات ومعوقات تنفيذها، وسبل التغلب على هذه المعوقات. During the accelerating revolution of digital technology, digital citizenship has become a necessity to subject individual behaviour to ethical controls that define acceptable and appropriate behaviour when using digital technology. Digital citizenship also promotes a positive, safer electronic environment that serves to provide the foundation for a digital society. The aim of this research paper is to provide a suggested vision to promote the values of digital citizenship for pre-university students in the light of contemporary global trends by defining the concept of digital citizenship, its importance and stages,(Digital access, digital commerce, digital communication, digital literacy, digital etiquette, digital law, digital rights and responsibilities, digital health and wellness and digital security), as well as digital citizenship values: respect, education and protection and presented the most important contemporary global trends in digital) citizenship, the reality of digital citizenship in Egypt, and then provide a proposed vision that included: the perspectives of the vision, its objectives mechanisms and obstacles to their implementation, and ways to overcome these obstacles.
