تحتاج الجامعات - في إطار ما تفرضه بيئاتها التنافسية شديدة التغير من تحديات - إلى تحقيق مستوى عالٍ من النضج في إدارة مشروعاتها يعكس قدرتها على إدارة هذه المشروعات على نحو فعال، ويضمن معه تحسين وتطوير هذه القدرة بإستمرار. يُعرف نضج إدارة المشروعات في سياق البحث بأنه "المدى الذي تمتلك في إطاره إدارة المشروع بالكلية القدرة على نشر وتطبيق عمليات معيارية موثقة يمكن قياسها والرقابة عليها وتحسينها بشكل مستمر تضمن معه زيادة احتمالات النجاحات المتكررة للمشروع بالكلية، وتحقيق مستوى أعلى من النضج في إدارته". ويقصد بنضج إدارة مشروع التعليم الإلكتروني في سياق البحث" قدرة إدارة الكلية على ممارسة عمليات التعلم في مناطق (التخطيط، التعلم، التطوير، الدعم، التقييم) ونشرها وتقييمها وتحسينها واستدامتها بجودة عالية لضمان أن تصميم وتنفيذ مشروع التعليم الإلكتروني بها يقابل رؤية المهتمين بالتعليم ويحقق النواتج الكلية المأمولة." وتمثل الهدف الرئيسي من البحث في التوصل إلى إجراءات مقترحة لتحسين مستوى نضج إدارة مشروع التعليم الإلكتروني بكلية التربية جامعة عين شمس. وقد اقتصر البحث في تناوله لنضج إدارة مشروع التعليم الإلكتروني بالكلية على تقييم خمس عمليات، هي(التخطيط، التعلم، التطوير، الدعم، التقييم)، وتقييم قدرة عملية الدعم في إطار خمسة أبعاد، هي(التقديم، التخطيط، التحديد، الإدارة، التحسين المستمر). وقد اعتمد البحث على المنهج الوصفي، وتم تطبيق استبانتين الأولي على عينة من أعضاء هيئة التدريس بالكلية وعددهم(254) موزعين على أقسام الكلية المختلفة، وذلك للكشف عن واقع نضج إدارة مشروع التعليم الالكتروني بها، والثانية على عينة من مديري وحدات التعليم الإلكتروني، والجودة والإرشاد الأكاديمي، وإدارة الأزمات بالكلية، ومنسقي الأقسام للمرحلة الجامعية الأولى والدراسات العليا، والبالغ عددهم (35)، وذلك للوقوف على واقع قدرة عملية الدعم المقدم في إطار المشروع بالكلية. ثم طرح مجموعة من الإجراءات المقترحة لتحسين مستوى نضج إدارة مشروع التعليم الإلكتروني ، وتطوير قدرة عملية الدعم المقدم في إطاره. Universities need - in the context of the challenges of their highly changing environment- to achieve a high level of maturity in the management of their projects in a way that reflects their ability to manage these projects effectively, and ensure improving , developing it continuously. Project Management Maturity means -In the context of this research- the extent to which the project management at the faculty has the ability to deploy, apply, control and continuously improve documented standard processes and ensure the repeated successes of the project, and a higher level of maturity in project management. As for E-learning project maturity - In the context of this research means the faculty's management ability to practice, disseminate, evaluate, and sustain learning processes in areas (planning, learning, development, support, and evaluation) at high quality to ensure that the design and implementation of its e-learning project corresponds to the vision of those interested in learning and achieve the desired overall outcomes. The research main aim was to introduce suggested procedures to improve the maturity level of e-learning project management at faculty of education Ain-Shams University. The research on the maturity of e-learning project management was limited to five processes areas which are (planning, learning, development, support, and evaluation), and assessment of the support process ability within five dimensions (delivery, planning, definition, management, optimization). The research depended on the descriptive method, two questionnaires were applied, the first applied to a sample of staff faculty (254) distributed across different faculty departments to reveal the reality of e-learning project management maturity, the second to a sample of (e-learning, quality- academic guidance, crisis management) units, managers and departments, coordinators for the undergraduate and postgraduate level (53) to determine the actual ability of the support process provided within the project. Then introduce suggested procedures to improve the maturity level of e-learning project management at faculty of education Ain-Shams University, and developing the support process, s ability.
