يتمثل الهدف الرئيس للدراسة في"تعزيز عملية صنع القرار التعليمي الإستراتيجي في مصر على ضوء الإطار التنظيمي لمنظمة التعاون والتنمية في الميدان الإقتصادي للحوكمة الإستراتيجية للتعليم". ويتفرع من الهدف الرئيس عدد من الأهداف الفرعية، تتمثل فيما يلي: التعرف على الإطار النظري للحوكمة الإستراتيجية للتعليم، وأبعادها على ضوء الإطار التنظيمي لمنظمة التعاون والتنمية في الميدان الإقتصادي للحوكمة الإستراتيجية للتعليم، ودراسة عملية صنع القرار التعليمي الاستراتيجي على ضوء مدخل الحوكمة الاستراتيجية للتعليم، وإلقاء الضوء على واقع عملية صنع وإتخاذ القرار التعليمي في مصر على ضوء المجالات الستة التي يتكون منها الإطار التنظيمي لمنظمة التعاون والتنمية في الميدان الإقتصادي للحوكمة الإستراتيجية للتعليم من خلال تطبيق استبانة على عدد (19) من القيادات التعليمية بديوان وزارة التربية والتعليم، وهي: عدد (1) نائب وزير، عدد (3) رؤساء قطاع، وعدد (6) رؤساء إدارات مركزية، و(9) مديري عموم، وأخيرًا اقتراح نموذج لتعزيز عملية صنع القرار التعليمي الإستراتيجي في مصر على ضوء الإطار التنظيمي لمنظمة التعاون والتنمية في الميدان الإقتصادي للحوكمة الإستراتيجية للتعليم. استعانت الدراسة بالمنهجالوصفي من خلال أسلوب التحليل لملاءمته للطبيعة الوصفية للدراسة، ولمناسبته لأهدافها. كما استعانت الدراسة باستبيان تم تطبيقه على عدد من القيادات التعليمية العليا بديوان عام وزارة التربية والتعليم، وذلك للتعرف على واقع عملية صنع القرار التعليمي الاستراتيجي في مصر على ضوء الإطار التنظيمي لمنظمة التعاون والتنمية في الميدان الإقتصادي للحوكمة الإستراتيجية للتعليم. The main objective of the study is to “promote the strategic educational decision-making process in Egypt in the light of the OECD's framework of Strategic Education Governance (SEG)”. A number of sub-objectives are derived from the main objective, as follows: to identify the theoretical framework of the strategic governance of education, and its dimensions in the light of the OECD's framework of Strategic Education Governance (SEG), and to study the process of strategic educational decision-making in the light of the approach of the strategic education governance, shed light on the reality of the process of making and taking the educational decision in Egypt in the light of the six dimentions that make up the OECD's framework of Strategic Education Governance (SEG) through the application of a questionnaire to a number of educational leaders (19) in the Ministry of Education: (1) deputy minister, 3 sector heads , (6) heads of central departments, and (9) general managers), and finally setting the objectives, components and procedures of the proposed model. The study used the descriptive method for its relevance to the descriptive nature of the study, and its relevance to its objectives. The study also used a questionnaire that was applied to a number of senior educational leaders in the Ministry of Education, in order to identify the reality of the educational decision-making and decision-making process in Egypt in the light of the organizational framework of the Organization for Economic Cooperation and Development for the strategic governance of education.
