هدفت الدراسة إلى التعرف على تحديات الاستقلال الذاتي للجامعات السعودية وسبل التغلب عليها من وجهة نظر القيادات الأكاديمية، واستخدمت الدراسة المنهج الوصفي المسحي، والاستبانة كأداة لجمع بيانات الدراسة، وقد وزعت الاستبانة على القيادات الأكاديمية بجامعة الملك سعود، وتم استرداد (64) استبانة صالحة للتحليل الإحصائي. وأظهرت النتائج ان عينة الدراسة موافقون بدرجة عالية على بعد التحديات الإدارية بمتوسط حسابي (3.32) حيث كانت تحديات الاستقلال الإداري في المرتبة الأولى، ثم جاء في المرتبة الثانية بعد التحديات المالية بمتوسط حسابي (3.29) وبدرجة موافقة عالية أيضاً، بينما اتى في المرتبة الثالثة بعد التحديات الأكاديمية بمتوسط حسابي (3.15) وبدرجة موافقة متوسطة. وتوصلت الدراسة إلى عدد من سبل التغلب على تحديات الاستقلال الذاتي للجامعات السعودية وكان من أبرزها في الجانب الإداري: أن يتم إصدار لائحة تنفيذية لنظام الجامعات المستقلة، وأن يتم تفعيل حوكمة الجامعات، وأن يتم تطبيق استقلالية الجامعات الإدارية على مراحل زمنية محددة. وفيما يتعلق بأهم سبل التغلب على التحديات الأكاديمية: دعم مشاركة أعضاء هيئة التدريس لحضور المؤتمرات العلمية. وضع لوائح خاصة بتنظيم الحرية الأكاديمية لأعضاء هيئة التدريس، وفيما يتعلق بأهم سبل التغلب على التحديات المالية: السماح للجامعات بوضع قواعدها ولوائحها المالية بحسب أهدافها، وتخصيص دعم حكومي مالي لتأسيس أوقاف ومشاريع استثمارية لتحقيق الاستقلال المالي للجامعات، وقد ذكر عدد من القيادات عدداً من التوصيات أهمها: فك الارتباط بمنظومة الرقابة الحكومية إلى جانب تفعيل حوكمة الجامعات، وتحديد الفترة الزمنية المناسبة للمناصب القيادية، وإيجاد آلية فعالة لاختيار العمداء ورؤساء الاقسام حتى من خارج المؤسسة التعليمية، ووضع معايير لتقييم مخرجات الأقسام الأكاديمية بما يتناسب مع التوجه لاستقلالية الجامعات، وأن يتم ربط الدعم المالي للجامعات بمعايير ترتبط بالتخصص وجودة المخرجات. The study aimed to identify the challenges of the autonomy of Saudi universities and ways to overcome them from the academic leaders' point of view. The statistical results showed that the study sample agreed with a high degree on the dimension of administrative challenges with an arithmetic average of (3.32), where the challenges of administrative independence were in the first place, and then came in the second place after financial challenges with an arithmetic average of (3.29) and a high degree of approval as well, while it came in the third place After the academic challenges, with a mean of (3.15) and a medium approval degree. The study found a number of ways to overcome the challenges of autonomy for Saudi universities, the most prominent of which were in the administrative aspect: that an executive regulation for the system of independent universities be issued, that university governance be activated, and that the university’s administrative independence be applied at specific time stages. With regard to the most important ways to overcome academic challenges: Supporting the participation of faculty members to attend scientific conferences. Setting special regulations for organizing academic freedom for faculty members, and with regard to the most important ways to overcome financial challenges: allowing universities to set their financial rules and regulations according to their goals, and allocating government financial support to establish endowments and investment projects to achieve financial independence for universities. A number of leaders mentioned a number of recommendations, the most important of which are Disengagement from the government oversight system, in addition to activating university governance, defining the appropriate time period for leadership positions, finding an effective mechanism for selecting deans and heads of departments even from outside the educational institution, and setting criteria for evaluating the outputs of academic departments in line with the orientation to the independence of universities, and linking financial support Universities have standards related to specialization and the quality of outputs.
