تبنت الدراسة الحالية بالكشف والتحليل عن واقع تطبيق الحوكمة الإدارية في المديريات العامة للتربية والتعليم بسلطنة عمان من وجهة نظر العاملين بها، من خلال استقصاء آراء العاملين فيها (شاغلي الوظائف الإشرافية والتنفيذية( وذك من خلال أربعة مبادئ هي: الشفافية، والمساءلة، والرقابة، والمشاركة الفاعلة، وهدف البحث للتوصل إلى تحسين الأداء لإدارة التعليم في المديريات العامة ليم بسلطنة عمان في ضوء مدخل الحوكمة الإدارية، وذلك من خلال التعرف على ماهية وأهمية ومتطلبات الحوكمة الإدارية، والتعرف على محددات ومراحل تطبيق الحوكمة الإدارية بمؤسسات التعليم المدرسي وبخاصة المديريات العامة للتربية والتعليم بسلطنة عمان. وتمثلت مشكلة البحث في التساؤل الرئيس التالي: ما متطلبات تحسين الأداء في المديريات العامة للتربية والتعليم بسلطنة عمان في ضوء مدخل الحوكمة الإدارية؟ واعتمد البحث على المنهج البحث الوصفي حيث إنه أكثر ملاءمة لطبيعة البحث وأهدافه، وقد توصل البحث لعدد من النتائج من أهمها: أن توفير نظام تدريبي فعال لتطبيق الحوكمة الإدارية يسهم في تطوير قدرات العاملين. بات العامة للتربية والتعليم بسلطنة عمان، من خلال إتباع أساليب حديثة في التدريب، وتبني ثقافة تنظيمية داعمة لمدخل التدريبية لوزارة التربية والتعليم لتنمية وتحسين أداء العاملين بها في مختلف الجوانب بما يتيح المشاركة والثقة المتبادلة بين القيادات الإدارية، وذلك من خلال إشراكهم في دورات تدريبية متخصصة في الحوكمة الإدارية، واضحة يتم من خلالها قياس مدى التقدم في تنفيذ الاستراتيجيات الموضوعة لتحسين الأداء للعاملين بالمؤسسات الإدارية التعليمية، وأن تعمل وزارة التربية والتعليم على الاستفادة من نتائج تقويم الأداء في رسم خططها وسياساتها في مختلف المجالات من أجل جودة العملية الإدارية والتعليمية. The current study examined the reality of implementation of administrative governance at the directorates of education in Oman Sultanate from the point of view of their staff, through their employee's surveys (supervisory and executive positions), through four principles (transparency, accountability, monitoring and effective participation). This study aims to reaching to improving performance of managing education in the directorates of education in Oman Sultanate in light of entrance of administrative governance by recognizing the determinants and stages of implementation of administrative governance at school education institutions especially, at the directorates of education in Oman Sultanate. The problem of the study can be formulated in the following main question: what are the requirements for improving the performance at the directorates of education in Oman Sultanate in light of entry of the administrative governance? The study used the descriptive approach due to its suitability to the nature of the research and it's aims. The study reached at some results as: providing an effective training system for the implementation of management governance that contributes to staff development at the directorates of education in Oman Sultanate, through using modern methods in training, supportive organizational culture for the entry of administrative governance at training programs of the ministry of education for improving their staff's performance at different sides which gives effective participation and mutual trust among management leaders, through participation in training programs in administrative governance and putting clear bench marks to measure progress in implementing strategies to improve performance at the educational institutions, the ministry of education should benefits from evaluation of performance in making its plans and policies at different fields for quality of manage mental and educational process.
