هدفت الدراسة إلى التعرف على أهم القوانين والتشريعات المحلية فى مجال تربية الأطفال المعاقين عقلياً، وتقديم تصور مقترح لتربية الأطفال المعاقين عقلياً من ممارسة حقوقهم التربوية في ضوء التشريعات المحلية. واستخدمت الدراسة المنهج الوصفى لملاءمته لطبيعة هذه الدراسة. وأظهرت النتائج ندرة وجود تشريعات تتعلق بالأطفال المعاقين عقلياً، وقلة فرص التعليم للأطفال المعاقين عقلياً بسبب الرسوم العالية للتعليم والمواصلات التي تفرضها بعض المؤسسات المعنية بهؤلاء الأطفال، وليس هناك خطة محددة لبرامج ومناهج وانشطة الأطفال المعاقين عقلياً فى سن ما قبل المدرسة، وتنفرد كل مؤسسة من مؤسسات تعليم المعاقين عقلياً بمعايير خاصة بها، وتنفذ ما تراه مناسبا من أنشطة.
