أصبحت المشاركة السیاسیة من الموضوعات ذات الأهمیة في العلوم السیاسیة، ومحل اهتمام الباحثین والمنظرین السیاسیین الذین یهتمون بالفعالیة السیاسیة للأفراد داخل مجتمعاتهم، حیث أن المشاركة السیاسیة تعد عنصرا أساسي في العملیة الانتخابیة فكلما كانت فرص المشاركة أوفر كلما كانت نتائج الانتخابات ایجابیة وتعكس الصورة الحقیقیة للنظام السیاسي وتضفي علیه طابع الشرعیة، كذلك تعتبر المشاركة السیاسیة المظهر الرئیسي للدیموقراطیة حیث أن ازدیاد المشاركة السیاسیة للشعب في العملیة السیاسیة یمثل التعبیر الحقیقي عن الدیموقراطیة. السلوك الانتخابي یمثل أحد المداخل المهمة لمعرفة خصائص العملیة الانتخابیة في أي مجتمع، وهذا نظرا لقدرته على الكشف عن الكیفیات التي یعمل بها النظام السیاسي القائم في مجتمع محدّد، كما أنه یعبر عن خصوصیة هذا المجتمع ومشكلاته وعوامل قوته وضعفه. هدفت الدراسة إلى توضیح كیفیة تحقیق مشاركة سیاسیة فعالة تدعم السلوك الانتخابي للأفراد، وذلك بتواجد مجموعة من الشروط لتحقیق ذلك، منها رفع درجة الوعي السیاسي من خلال القضاء على التخلف وعلى مظاهر الانتماءات والولاءات العشائریة، وحریة وسائل الإعلام، وحریة الرأي والتعبیر، وتقویة وتفعیل التنظیمات الوسطیة من الأحزاب السیاسیة وجماعات المصالح وتفعیل دور المؤسسات والهیئات في الدولة، كمؤسسات المجتمع المدني باعتبارها أداة مهمة من أدوات مراقبة أعمال الحكومة، وبناء المؤسسات السیاسیة القادرة على استیعاب القوى السیاسیة الراغبة في المشاركة السیاسیة، وعند توفیر كل الشروط فمن الممكن الحدیث عن وجود مشاركة سیاسیة فعالة وسلوك انتخابي فعال من قبل الجماهیر، وهذه المشاركة سوف تعود بعدة فوائد من بینها تحقیق مساهمة أوسع للشعب في رسم السیاسات العامة وصنع القرارات واتخاذها وتنفیذها، وإعادة هیكلة وتنظیم بنیة النظام السیاسي بما یتلاءم مع متطلبات المجتمع، وبالتالي فان السلوك الانتخابي یعتبر المحرك الرئیسي لاستمرار النظام السیاسي، وذلك بوجود مشاركة سیاسیة فعّالة. تم اختبار علاقة الارتباط بین محددات المشاركة السیاسیة بالسلوك الانتخابي لفئة من طلبة جامعة محمد خیضر في الانتخابات الرئاسیة الجزائریة أفریل 2014، وذلك بإسقاط مؤشرات الدراسة على إستبانة تم تحلیلیها باستخدام برنامج الحزمة الاحصائیة للعلوم الاجتماعیة SPSS. The political participation has become an important subject in the political science, and the focus of political researchers and theorists who care about political effectiveness of individuals within their communities where political participation is a key element in the electoral process, and the more opportunities are available, the more positive the electoral results will be, and reflect the true image of political system and give it its legal nature. The political participation is also seen as the main manifestation of democracy as the increased political participation in the political process represents the true expression of democracy. The electoral behavior is one of the important inputs to know the characteristics of the electoral process in any society and this is due to its ability to reveal how the political system operates in a specific society as it reflects the privacy of this community and its problems, and factors of strength and weakness. The aim of the study was to clarify how to achieve effective political participation that supports the electoral behavior and individuals, and by the existence of a set of conditions to achieve this including so raising the level of political awareness throw the elimination of under development and the manifestations of belonging and allegiance of the clans, and freedom of opinion, and freedom of expression, strengthening and activating the central organizations of political parties and interest groups and activating the role of institutions and bodies in the state and institutions of civil society as an important tool of monitoring the government and building political institutions capable to accommodate the political forces and the desire to participate in political and when all the conditions are possible, it is possible to talk about the presence of effective political participation and electoral behavior by the active and this will be followed by the benefits of a wider contribution to the people in the formulation of public policies and decision –making and implementation and restructuring and the organization of the political structure of the system in line with requirements of society. Thus, electoral behavior is the main driver of the continuation of the political system and the presence of active political participation. And then test the correlation between the determinants of political participation and the electoral behavior in the category was examined by Mohamed Kheider University with Algerian presidential elections of April 2014,by dropping the study indicators on a questionnaire which was analyzed using the statistical package for social sciences SPSS.
