هدفت الدراسة إلى تعرف واقع الشراكة بين كليات التربية وإدارات التعليم في التطوير المهني للمعلمين ومعيقاتها، ومتطلبات تفعليها، واستخدمت الدراسة المنهج الوصفي، مع الاستعانة باستبانة تم تطبيقها على عينة بلغ عددها 52 من أعضاء هيئة التدريس بكليتي التربية بالدمام والجبيل، وعدد 46 من المديرين بالإدارة العامة للتعليم ومكاتب التعليم بالمنطقة الشرقية. توصلت الدراسة إلى عدة نتائج، أهمها: 1) أن الشراكة بين كليات التربية وإدارات التعليم في التطوير المهني للمعلمين ضعيفة (في تقديرهم). 2) أن هناك معيقات قانونية وتشريعية وتنظيمية وإدارية ومادية تعوق تحقيق الشراكة بين كليات التربية وإدارات التعليم في التطوير المهني للمعلمين. 3) أنه لا توجد أي فروق ذات دلالة إحصائية بين استجابات أعضاء هيئة التدريس والمديرين في محور واقع الشراكة بين كليات التربية وإدارات التعليم في التطوير المهني للمعلمين، ومحور معيقات الشراكة، وكذلك محور متطلبات تفعيل الشراكة في التطوير المهني. وانتهت الدراسة بوضع تصور مقترح لتفعيل الشراكة بين كليات التربية وإدارات التعليم في التطوير المهني للمعلمين. The study aims to identify partnership (policy practices) between the Colleges of Education and Education Administrations in the professional development of teachers; as of level, constraints and requirements. The study adopted a descriptive approach. A questionnaire was applied to a sample of 52 members Staff in the Colleges of Education (Dammam and Jubail), and 46 of the managers of General Administration of Education and Education Offices in the Eastern Region. Findings indicated that: 1) Partnership level between the Colleges of Education and Education Administration in professional development is low. 2) There are legal, legislative, regulatory, administrative and material obstacles that impede the achievement of fruitful partnership between the colleges of Education and Education departments in the professional development of teachers. 3) There are no statistically significant differences between the responses of faculty members and managers in the axis of partnership between Colleges of Education and Education Administration in the professional development of teachers, and the axis of obstacles hindering partnership, as well as the axis of the requirements of activating the partnership in professional development. The study concluded with the development of a proposed vision to activate the partnership between the Colleges of Education and Education Administration in the professional development of teachers.
