هدفت الدراسة إلى التعرف على مستوى توافر التحديات التي تحول دون تطبيق الشراكة بين القطاعين العام الخاص في قطاع التعليم المدرسي وآليات التغلب عليها بسلطنة عُمان، ولتحقيق أهداف الدراسة تبنت الدراسة المنهج الوصفي المسحي، وبلغت عينة الدراسة (436) فرداً تضمنت موظفي القيادات الوسطى بديوان عام الوزارة وكذلك المديريات التعليمية بست محافظات على مستوى السلطنة، شملت الفئات الوظيفية الإدارية من مديري العموم ونوابهم ومديري الدوائر ونوابهم ورؤساء الأقسام، إضافة للمشرفين التربويين ومشرفي الإدارة المدرسية ومديري المدارس الحكومية والخاصة ونوابهم والمعلمين من الجنسين. وأظهرت النتائج وجود كافة التحديات بدرجات مرتفعة وتصدرتها التحديات الإدارية والفنية، كما أشارت النتائج إلى عدم وجود فروق بين كافة متغيرات أفراد عينة الدراسة في درجة تقديرهم لمستوى توافر تحديات الشراكة بين القطاعين العام والخاص في التعليم المدرسي بكافة أبعادها. واستناداً لنتائج الدراسة تم تقديم عدد من التوصيات أبرزها: تبني سياسات وطنية داعمة لتطبيق الشراكة في ظل التشريعات الواضحة واللوائح التنظيمية اللازمة، وتبني حزمة من الإجراءات الإدارية والفنية على مستوى قطاع التعليم تسعى إلى توفير بيئة جاذبة لإستثمارات القطاع الخاص وتوظيفها بنجاح؛ ورفع مستوى الوعي الفكري والثقافي بين مؤسسات المجتمع لتنفيذ مشاريع الشراكة وإيجاد بيئة ملائمة لنجاحها. The study aimed to identify challenges that prevent the application of partnership between the public and private sectors in the school education sector and the mechanisms to overcome them in the Sultanate of Oman. As well as the educational directorates in six governorates across the Sultanate, which included the administrative functional categories of general managers and their deputies, directors of departments and their deputies, and heads of departments, in addition to educational supervisors, school administration supervisors, principals of public and private schools and their deputies, and teachers of both genders. The results showed all challenges in high degrees, topped by the administrative and technical difficulties. The results indicated no differences between all the variables of the study sample in the degree of their appreciation of the level of availability of the challenges of the partnership between the public and private sectors in school education in all its dimensions. Based on the results of the study, several recommendations were presented, most notably: adopting national policies that support the implementation of partnership in light of clear legislation and necessary regulations and adopting a package of administrative and technical measures at the level of the education sector that seeks to provide an attractive environment for private sector investments and their successful employment and raising the level of intellectual and cultural awareness among community institutions to implement partnership projects and create a suitable environment for their success.
