تتسارع وتيرة التغيير في مختلف مجالات الحياة، والتي أدت إلى ظهور بيئة تنافسية تتطلب وجود قدرات تنافسية عالية للعديد من المؤسسات في المجالات المختلفة، لذلك تسعى مختلف المؤسسات إلى تطوير ممارساتها وأساليب العمل بها من خلال سعيها لتحقيق التطوير التنظيمي، وبالرغم من جهود وزارة التربية والتعليم في تطوير مختلف أوجه العملية التعليمية داخل المدارس المصرية، إلا أنها بحاجة إلى دعم من مختلف المؤسسات المهتمة بالتعليم في مصر، ومنها كليات التربية في الجامعات المختلفة، وذلك من خلال إنشاء تحالف استراتيجي بين وزارة التربية والتعليم وكليات التربية لتحقيق التطوير التنظيمي بها. وقد هدفت الدراسة إلى ما يلى 1) التعرف على الإطار المفاهيمى للتحالف الاستراتيجي في الأدبيات المختلفة. 2) تحديد عناصر التحالف الاستراتيجي وأهم الخصائص التي تميزه. 3) دراسة أهم العوامل التي قد تسهم في نجاح التحالف الاستراتيجي. 4) التعرف على مجالات التطوير التنظيمي وأهم الأساليب التي قد تسهم في تحقيقه. 5) تحديد مراحل تحقيق التطوير التنظيمي في المؤسسات التعليمية .6) التعرف على جهود وزارة التربية والتعليم في تحقيق التطوير التنظيمي بالمدارس المصرية. 7) وضع خطة مقترحة لتحقيق التطوير التنظيمي في المدارس المصرية، من خلال التحالف الاستراتيجي بين وزارة التربية والتعليم وكليات التربية. وقد استخدمت الدراسة المنهج الوصفي، ومن أهم النتائج التي توصلت إليها الدراسة وضع خطة مقترحة لتحقيق التطوير التنظيمي في المدارس المصرية، من خلال التحالف الاستراتيجي بين وزارة التربية والتعليم وكليات التربية. The change is accelerating in various areas of life, which has led to presence of a competitive environment that requires high competitive capabilities for many institutions in different fields, Therefore, various institutions seek to develop their practices through achieve organizational development, despite the efforts of the Ministry of Education in the development of various aspects of the educational process within Egyptian schools, but they need support from various institutions interested in education in Egypt, including the Faculties of Education in different universities, through the establishment of a strategic alliance between the Ministry of Education and the Faculties of Education to achieve organizational development in them. The study aimed to the following: 1) Define the conceptual framework of strategic alliance in the various literatures. 2) Determine the elements of the strategic alliance and the most important characteristics that distinguish it. 3) Study the most important factors that may contribute to success the strategic alliance. 4) Define the fields of organizational development and the most important methods that may contribute to its achievement. 5) Determine the stages of achieving organizational development in educational institutions. 6) Define the efforts of the Ministry of Education in achieving organizational development in Egyptian schools. 7) Present a proposed plan to achieve organizational development in Egyptian schools, through the strategic alliance between the Ministry of Education and the Faculties of Education. The descriptive method was used in the study, and the important results of the study is present a proposed plan to achieve organizational development in Egyptian schools, through the strategic alliance between the Ministry of Education and the Faculties of Education.
