هدفت هذه الدراسة إلى تعرف على معوقات تطبيق التخطيط الاستراتيجي المدرسي من وجهة نظر مديرات المدارس للمرحلة الثانوية بمدينة الرياض. واستخدمت الدراسة المنهج الوصفي التحليلي، وكذلك الاستبانة كأداة لجمع المعلومات من أفراد مجتمع الدراسة وعددهن (59) مديرة مدرسة، وقد تضمنت الاستبانة (58) عبارة، موزعة على محورين، ولمعالجة البيانات تم استخدام معامل ارتباط بيرسون، معامل ارتباط ألفا كرونباخ، التكرارات والنسب المئوية، المتوسط الحسابي، الانحراف المعياري. وتوصلت الدراسة إلى نتائج من أهمها: 1) أن مديرات مدارس المرحلة الثانوية يطبقن التخطيط الاستراتيجي بدرجة (عالية). 2) موافقة أغلب أفراد العينة وبدرجة عالية على وجود معوقات تحد من تطبيق التخطيط الاستراتيجي، وقد جاءت المعوقات المتعلقة بالبيئة المحيطة والمجتمع المحلي بالمرتبة الأولى، تليها المعوقات المتعلقة بالإدارة التعليمية العليا، ثمّ المعوقات المتعلقة بالمدرسة والعاملين فيها، تلتها المعوقات المتعلقة بطبيعة التخطيط الاستراتيجي، وحلت أخيراً المعوقات المتعلقة بمديرة المدرسة. 3) لا توجد هناك فروق ذات دلالة بين متوسطات استجابات أفراد عينة الدراسة حول كل من درجة تطبيق مديرات المدارس الثانوية بمدينة الرياض للتخطيط الاستراتيجي ومعوقات تطبيق التخطيط الاستراتيجي تعزى إلى متغير عدد سنوات الخدمة. 4) لا توجد هناك فروق ذات دلالة بين متوسطات استجابات أفراد عينة الدراسة حول كل من درجة ممارسة مديرات المدارس الثانوية بمدينة الرياض للتخطيط الاستراتيجي ومعوقات تطبيق التخطيط الاستراتيجي المدرسي باختلاف متغير عدد البرامج التدريبية التي التحقت بها مديرة المدرسة. وفي ضوء نتائج الدراسة تم تقديم مجموعة من التوصيات منها: 1) توفير الدعم المؤسسي المادي والمعنوي لعملية التخطيط الاستراتيجي من قبل الجهات المسئولة. 2) تدريب مديرات المدارس في بيوت الخبرة المتخصصة على ممارسة التخطيط بشكل عام والتخطيط الاستراتيجي بشكل خاص. 3) العمل على توفير الموارد البشرية الخبيرة بعملية التخطيط الاستراتيجي في الإدارة التعليمية العليا. This study aimed to identify the obstacles to the application of strategic planning the school from the perspective of school principals at the secondary level in Riyadh. To achieve this goal, the study answered the following questions: What is the fact of application of strategic planning the school from the perspective of school principals at the secondary level in Riyadh? What are the barriers that will face the application of strategic planning the school from the perspective of school principals at the secondary level in Riyadh? What is the differences with statistically significant (if any) between the responses of members of the study according to the study variables (qualification, years of service as director of the school, the number of training programs in the field of strategic planning)? The researcher used the descriptive analytical method, as well as the questionnaire as a tool to gather information from members of the study population and the number of women (59), director of the school, which included the questionnaire (58) is distributed on two axes, and data processing was used Pearson correlation coefficient, correlation coefficient alpha Cronbach, frequencies and percentages, the arithmetic mean, standard deviation, variance analysis test. The study found the results of the most important: There approval among members of the study sample that secondary school principals possess the skills of strategic planning degree (high). There is a degree of approval (medium) among the members of the study sample on the obstacles to the application of strategic planning related to the nature of school planning. There is a consent degree (high) among school principals at the secondary level obstacles to the application of strategic planning, where it came from constraints related to the surrounding environment and the local community came in first, followed by the constraints on the management of higher education, and the third place came the obstacles related to the school and its staff, and got constraints on the nature of strategic planning school to fourth place, and came in last place constraints by director school. There are no statistically significant differences between the mean responses of the study sample some obstacles to the application of strategic planning school variable depending on qualification. There are no significant differences between the mean responses of the sample of the study on each of the degree possession of headmistress in Riyadh for strategic planning skills and constraints of the application of strategic planning of school -related (the nature of strategic planning, the school principal, administration of higher education, the environment and the local community) variable depending on the number of years of service as director of the school.
