تهدف هذه الدراسة إلى عرض أبرز الاختلالات التي تقف حجرة عثرة أمام تحقيق تنمية اقتصادية واجتماعية. ويظل مجال التربية والتعليم في قلب المسؤولية؛ إذ إن قضايا ومشاكل متعددة من قبيل: ضعف التكوين الأساس والمستمر للأطر التربوية، وتبعية النظم التربوية وعجزها عن الإبداع والابتكار تساهم في تكريس الوضع المأزوم والمتردي. ومن أجل تجاوز كل التعثرات، يتحتم- في هذا السياق- تبني مقاربة تطبيقية تركز على التربية الوظيفية؛ من خلال مجموعة من المؤشرات التي تربط التعليم بالتنمية الاقتصادية والاجتماعية، وخاصة من خلال الجمع بين الجانب النظري والتطبيقي أو يسمى "التكوين بالتناوب"، وأي هدم في أحد المقومات التربوية يؤدي إلى هدم باقي أركانها التنموية. This study aims to present the most prominent imbalances that stand in the way of achieving economic and social development. The field of education remains at the heart of responsibility. As the multiple issues and problems such as: the weakness of the basic and continuous formation of educational frameworks, the dependency of the educational systems and their inability to creativity and innovation contribute to perpetuating the dire and deteriorating situation. In order to overcome all obstacles, it is imperative - in this context - to adopt an applied approach that focuses on functional education. Through a set of indicators that link education with economic and social development, especially through a combination of the theoretical and applied aspect, or what is called "alternate training", and any demolition of one of the educational components leads to the demolition of the rest of its development pillars.
