تمثل الجامعات قاعدة إنطلاق للتنمية الشاملة في العالم أجمع، ولذلك فقد سعت الحكومات المصرية المتتالية على دعم الجامعات الحكومية لأجل تطويرها ورفع جودة مخرجاتها من خلال تبني التخطيط الإستراتيجي. إذ أصبح التخطيط الإستراتيجي معياراً هاماً من معايير اعتماد مؤسسات التعليم الجامعي من الهيئة القومية لضمان جودة التعليم والاعتماد، ولذلك تم استحداث وحدات للتخطيط الإستراتيجي في مختلف الجامعات المصرية، بغرض الحصول على الاعتماد ودخول التصنيفات الدولية للجامعات والتقدم فيها. بناء على ما سبق يهدف البحث الحالى إلى الوصول لمجموعة من الإجراءات المقترحة لتطوير العمليات الإدارية بوحدات التخطيط الاستراتيجي في الجامعات المصرية. وعلى ذلك حاول البحث الإجابة على التساؤلات التالية: 1) ما الأسس النظرية للعمليات الإدارية بوحدات التخطيط الإستراتيجي بالجامعات المعاصرة؟ 2) ما واقع العمليات الإدارية بوحدات التخطيط الإستراتيجي بالجامعات المصرية، وما نقاط القوة وأوجه القصور في هذا الواقع؟ 3) ما الإجراءات المقترحة لتطوير العمليات الإدارية بوحدات التخطيط الإستراتيجي بالجامعات المصرية؟ اعتمد البحث على المنهج الوصفي، واشتمل على أربعة أقسام، تضمن القسم الأول تأصيلاً نظرياً للعمليات الادارية بوحدات التخطيط الإستراتيجي في الجامعات المعاصرة، بينما تناول القسمين الثاني والثالث واقع تلك العمليات بوحدات التخطيط الإستراتيجي بالجامعات المصرية وتشخيص جوانب القوة والضعف في هذا الواقع، وتضمن القسم الرابع والأخير الإجراءات المقترحة لتطوير تلك العمليات. Universities represent a starting base for the comprehensive development in the entire world, therefore the Egyptian successive governments sought to support public universities in order to develop the quality of its outputs through the adoption of strategic planning. As strategic planning has become an important standard for accreditation of university education institutions by the National Authority for Quality Assurance of Education and Accreditation, and therefore strategic planning units have been developed in various Egyptian universities, to contribute to achieving the goals of universities in terms of obtaining accreditation, entering international university rankings and advancing in them. Based on the above, the current research aims to arrive at a set of proposed procedures to develop administrative processes in strategic planning units in Egyptian universities accordingly, the research tried to answer the following questions: 1) What are the theoretical foundations of the administrative processes in the strategic planning units in contemporary universities? 2) What is the reality of administrative processes in the strategic planning units in Egyptian universities, and its strengths and shortcomings? 3) What are the proposed procedures for developing the administrative processes of the strategic planning units in Egyptian universities? The research was based on the descriptive approach, and it included four sections. The first section included a theoretical basics of the administrative processes in the strategic planning units in contemporary universities, while the second and third sections dealt with the reality of those processes in the strategic planning units at the Egyptian universities and diagnose the strengths and weaknesses of this reality, the fourth and final section proposed some procedures for developing administrative processes in strategic planning units at the Egyptian universities.
