Research Objective: The objective of this research is to contribute to curbing difficulties encountered by male and female students of PhD in fundamentals of education, through identifying and diagnosing such difficulties and then proposing a development vision in view of the American experiment . Research Methodology: The reseasrcher used the survey and documentary approach . Research Tool: The researcher used the questionnaire and (Delphi Method) as study tools. Findings : - Among the results of comprehensive testing findings is the sentence (The department set a testing date by giving enough time. So that; the students can get ready for it) that was (strongly agreed). The following sentences (testing correction mechanism is determined) and (the student can access the testing paper after having been corrected in case of failure) were also (strongly agreed) . - Among the most significant results of the encountered obstacles is the following sentence (faire of testing results as it constitutes a milestone stage either the student can continue study or terminate from the program in case of failure for the second time) that was (strongly agreed). Seven sentences were (agreed) including (the lack of alternatives of comprehensive testing in case of failure for the second time) . - The study results realized a proposed vision consisted of vision drafting procedures, its justifications, objectives, building sources, benchmarks, and components, which includes but not limited to revision and evaluation of the standard statue of postgraduate studies pertaining the comprehensive testing, submission of proposals for its development in view of the overall results of the comprehensive testing.
