The present research aims to develop Arabic speaking skills among the first grade middle school students the study sample consisted of middle school students in Babil province center for the academic year 2017-2018 and (24) students representing the control group, and the research tools consisted of a list of speaking skills, and a note to speak the skills of speaking, and after the researcher has completed the experimentation process to reach a conclusion that the effectiveness of the proposed strategy based on the scout- oriented approach in the development of Arabic speaking skills of students first grade average through the superiority of the experimental group students over the control group students and this is shown in the results of the post-application of the note card speaking skills.
