هدفت الدراسة التعرف إلى المشكلات التنظيمية التي تواجه الإدارة المدرسية في مديرية طولكرم شمال فلسطين، من وجهة نظر مديري ومديرات المدارس أنفسهم وبيان أثر كل من المتغيرات (الجنس، المؤهل، الخبرة، الموقع الجغرافي). على المشكلات التنظيمية، واستخدمت الاستبانة الإلكترونية كأداة لجمع البيانات. بلغ حجم عينة الدراسة (138) مديراً ومديرة، تم اختيارهم بطريقة عشوائية، كما تم استخدم المنهج الوصفي التحليلي لتحليل البيانات من خلال برنامج التحليل الاحصائي(SPSS) ، والخروج بالنتائج. أشارت نتائج الدراسة إلى أن الفقرة التي تنص على قلة إلمام المدير بالمستجدات في علم الإدارة كانت كبيرة، في حين أن النقص في البيانات الأساسية الصحيحة اللازمة لإعداد الخطط كانت كبيرة، وأن الفقرات التي تنص على كثرة التعميمات والقرارات بشكل يجعل متابعة تنفيذها يتطلب وقتاً وجهداً على حساب الأعمال الأخرى، كإلزام المدارس بالتقيد الحرفي بالنظم والتعليمات، وضعف التعاون بين إدارة المدرسة والمستويات العليا للإدارة، واللوائح موضوعة على أسس مثالية يصعب تطبيقها واقعياً في المدارس جاءت متوسطاتها الحسابية كبيرة جداً. كما أشارت النتائج بعدم وجود فروق فردية في أكثر المشكلات التنظيمية (الإدارية) شيوعاً لدى مديري ومديرات المدارس الحكومية في محافظة طولكرم شمال فلسطين تبعا لمتغير الجنس، المؤهل، الخبرة، الموقع الجغرافي. وخرجت الدراسة بعدة توصيات منها: توفير الكادر الإداري المتكامل في المدرسة، وتوفير الأجهزة والوسائل، وإعطاء مديري المدارس صلاحيات أكبر، خصوصاً فيما يخص مشكلات الطلاب، وتوفير المعلمين، وتخفيف نصابهم من الحصص، وتطبيق وضع أسس علمية دقيقة لاختيار وتدريب عناصر الإدارة المدرسية، وتجنب التداخل في اختصاصات الإدارة المدرسية، وتطوير قنوات الاتصال بين الإدارة المدرسية والإدارة التربوية. The study aims to identify the organizational challenges facing school administrators in Tulkarem in northern Palestine directorate from the point of view of the school principals themselves. In addition, it shows the impact of the variables related to the gender, qualification, experience and geographical location on organizational challenges. An online questionnaire was used as a tool to collect data. The study sample consisted of 138 male and female principals selected randomly. Moreover, the descriptive analytical approach was used to analyze the data through the SPSS statistical analysis software, and to draw the conclusions. The results of the research have shown that the section stating the principals' lack of familiarity with new developments in management science and the lack of valid basic data needed to prepare plans was great. In addition, the arithmetic average was very big for the sections stating the following: the proliferation of generalizations and decisions in such a way which makes following up their implementation take time and effort at the expense of other work, obligating schools to follow rules and instructions to the letter, poor cooperation between the school administration and senior levels of administration, and the regulations established on ideal grounds are difficult to be realistically complied with at schools. Moreover, the results have indicated that there were no individual differences in the most common organizational administrative challenges among public school principals in Tulkarem governorate according to gender, specialization, qualification and years of experience.
