يهدف البحث التعرف على مفهوم "التخطيط الاستراتيجي للموارد البشرية" أهميته بالنسبة للمنظمة، فضلا عن تسليط الضوء على مفهوم الإبداع المنظمي وأهميته ومصادره، وقد تم تطبيق البحث في مديرية تربية الكرخ الثانية، وقد تم تصميم استمارة إستبيان من ثلاث محاور وتم توزيعها على (50) موظفا في المديرية من مختلف المستويات التنظيمية. من أهم الاستنتاجات أن المديرية تنتهج "تخطيط الموارد البشرية" حتى تتعرف على العجز والفائض لديها وبالتالي ردم الفجوة بين ما هو متاح وما هو مطلوب فعلا. وأن من أكثر التوصيات أهمية ضرورة قيام المديرية "باختيار العاملين" من ذوي المهارة والخبرة والاستعداد الجدي وفقا للمتطلبات البيئة التي تحيط بعمل المديرية. The research aims to identify the concept of strategic human resources planning its importance for the organization, as well as highlighting the concept of organizational creativity and its importance and resources. In the Directorate of various organizational levels. The research concluded that the Directorate is pursuing human resources planning in order to identify its deficits and surpluses, thus bridging the gap between what is available and what is actually required. And the most important recommendations recommended by the researcher to the Directorate of the need to select workers with diverse skills and serious readiness in accordance with the requirements of the work environment of the Directorate.
