أضحت تنمية الثقافة الأمنية لدى أفراد المجتمع وتزويدهم بمقومات الأمن الشامل وآليات تحقيقه من أعظم المطالب المجتمعية في ظل تعقد الظاهرة الأمنية وانتشار العنف والفكر المتطرف، لذا يهدف البحث الحالي إلى معرفة الأسس النظرية للثقافة الأمنية من حيث تحديد مفهومها وأهميتها وأهدافها ووظائفها ودواعي تنميتها وتوضيح طبيعة العلاقة التكاملية بين الأجهزة الأمنية والمؤسسات التعليمية. كما يهدف إلى الكشف عن درجة مساهمة المدارس الثانوية في تنمية الثقافة الأمنية لدى طلبتها من وجهة نظر مديريها ومعلميها (عينة البحث)، وإلى تحديد الفروق بين متوسطات تقديرات أفراد عينة البحث طبقا لمتغيرات الدراسة، إضافة إلى تقديم مشروع تطبيقي مقترح لآليات تنمية الثقافة الأمنية لدى طلبة المدارس الثانوية. ولتحقيق أهداف البحث تم استخدام المنهج الوصفي التحليلي، وتطوير أداة البحث (استبانة) والتحقق من خصائصها السيكومترية، وتكوّنت في صورتها النهائية من (44) فقرة موزعة على خمسة محاور رئيسة (الإدارة المدرسية، المعلمون، المناهج الدراسية، الأنشطة التربوية، شركاء التعليم)، وطٌبّقت على عينة عشوائية تكونت من (334) مديرا ومعلما بالمدارس الثانوية بمنطقة جازان. وقد أسفرت النتائج عن أن تقديرات أفراد عينة البحث لمستوى مساهمة المدارس الثانوية بمنطقة جازان في تنمية الثقافة الأمنية لدى طلبتها جاءت بدرجة كبيرة لمحوري (الإدارة المدرسية، والمعلمين)، وبدرجة متوسطة لمحوري (المناهج الدراسية، والأنشطة التربوية)، وبدرجة ضعيفة لمحور (شركاء التعليم). كما كشفت النتائج عن عدم وجود فروق دالة إحصائيا بين متوسطات تقديرات عينة البحث تٌعزى إلى متغير الخبرة، في حين توجد فروق دالة إحصائياً وفقاً لمتغير النوع جاءت لصالح الإناث، ووفقا لمتغير الموقع الوظيفي جاءت لصالح المديرين، ووفقا لمتغير التخصص جاءت لصالح التخصص الشرعي والأدبي. وفي النهاية قدم البحث مشروعا تطبيقيا مقترحا لآليات تنمية الثقافة الأمنية لدى طلبة المدارس الثانوية. Developing the security culture among the society's individuals and providing them with the elements of comprehensive security and the mechanisms of achieving it has become one of the most important societal demands. The current study aims at identifying the theoretical background of security culture (its concept, aims, importance, functions, and the reasons behind developing it), the study also aims at clarifying the relationship between the educational and security institutions, and to what extent secondary schools in Jazan Region contribute to develop the security culture of their students from the perspective of principals and teachers, and whether or not there were significant differences among the participants' perceptions due to variables of the study. The study used the descriptive research method and a questionnaire of (44) items to collect data. The study sample consisted of (334) principals and teachers randomly selected from Jazan secondary schools. The data was analyzed using means, standard deviation, one way ANOVA, t-test. The results indicated that participants' responses regarding the extent to which Jazan secondary schools contribute to develop the security culture of their students were high regarding the dimensions of school administration teachers, moderate regarding the dimensions of curriculum activity, and low regarding the dimension of educational partners. The results also showed that there weren't statistically significant differences among participants' responses due to years of experience. However; there were differences due to gender, position, and specialization. In conclusion, the study suggested a project to develop the security culture in secondary schools. (Published abstract)
