استهدفت الدراسة الحالية: التعرف على مفهوم المواطنة الرقمية وعلاقته بالمفاهيم الأخرى (الدارس الرقمي ـ المواطنة). الوقوف على أهم العناصر الأساسية للمواطنة الرقمية. التعرف على دور المدرسة في تنمية ثقافة المواطنة الرقمية. الوقوف على واقع تناول المناهج الدراسية لثقافة المواطنة الرقمية. الوصول إلى تصور مقترح لتنمية ثقافة المواطنة الرقمية    في مرحلة التعليم الأساسي. وتوصلت الدراسة الي: أن المقررات الدراسية في الحلقة الثانية من التعليم الأساسي، تحقق عنصري الإتاحة الرقمية ومحو الأمية الرقمية، حيث أن الكمبيوتر وتكنولوجيا المعلومات والإتصالات مقرر أساس على جميع الفرق، وأنه يحتوي على العديد من الموضوعات الأساسية في علوم الحاسوب التي تساعد التلاميذ على إتقان التعامل معه. إن اهتمام مقررات الكمبيوتر وتكنولوجيا المعلومات والاتصالات للحلقة الثانية من التعليم الأساسي بقضايا الاستخدام الأمن والمسئول والأخلاقي لشبكة الإنترنت يعد ضعيفاً، فقضية حقوق الأفراد وواجباتهم الرقمية لم يتم ذكرها إلا مرة واحدة، كما أن هناك بعض عناصر المواطنة الرقمية لم تتطرق إليها، كالتجارة الرقمية والقانون الرقمي. أن المرحلة الأولى من التعليم الأساسي لا يوجد بها أي اهتمام بعناصر المواطنة الرقمية وقضاياها، فعندما حاولت الدراسة تحليل مضمون مقررات المرحلة الأولى، لم تجد كتب حاسب آلي مقررة في هذه المرحلة، كما أن كتب القراءة والدراسات الاجتماعية لم تتطرق أيضاً لعناصر المواطنة الرقمية وعلى الرغم من أن تقرير الإتحاد الدولي للاتصالات (2009) شدد على أهمية هذه المرحلة، حيث أكد على أن الأطفال من 8 إلى 12 مجموعة لديها وعي بما هو متاح على الخط ولديها دوافع كبيره إلى التماس ماهو موجود والبحث عنه، مما يمكن أن يعرضها للضرر من قبل العناصر الإرهابية والكيانات التجارية الراغبة في الانخراط معهم، ولذلك شدد على أهمية التدابير الوقائية في هذا العمر، عن طريق تنمية ثقافة المواطنة الرقمية. This study targets: Knowing the concept of digital citizenship and its relationship with other concepts (digital learner – citizenship). Explaining the elements of digital citizenship Knowing the school role in developing the culture of digital citizenship Explaining the reality of adding the culture of digital citizenship to schools curriculums Approaching a suggestion to develop the culture of digital citizenship in the essential learning stage. The study concluded: The preparatory school curriculums achieve both digital availability and digital illiteracy, as its computer and information technology and networking curriculums are included in all learning stages and they contain a lot of topics concerning computer science which help students mastering using computers. The curriculums of computer and information technology and networking in preparatory stages, give weak importance to safe, responsible and ethical usage of internet, as the issue of human digital rights and duties was only mentioned once and also some elements of digital citizenship were not mentioned at all, such as digital commerce and digital law. The primary stage of essential learning doesn't give any importance to digital citizenship and its issues. When this study tried to analyze the content of the primary stage curriculum it didn't find any computer books. Also the reading and social studies books didn't discuss anything about digital citizenship, Although the international union of networks report (2009) stressed on the importance of this learning stage, as it stated that children from age 8 to 12 have high recognition of the availabilities as well as high motives to seek and look for them, Which might expose them to dangerous issues by terrorists and commercial issues, that’s why it stressed on the importance of preventive measures for this age through developing the culture of digital citizenship.
