The topic of intelligence in general has been given a great interest by scientists and educationalists, thus; they have to make it the core of their researches and studies. The linguistic intelligence is still one of the main issues in the field of teaching and it poses a great position in its study. But, the process of its specification and measuring for learners has been restricted to the testing of intelligence and the linguistic abilities especially at the early stage of learning. Therefore, this study is considered one of the pioneer studies in this field. So, the measures of the four main linguistic skills (listening, speaking, reading and writing) and their sub and minor skills have been specified to be accessible for the teachers and researchers and to make them able to remedy the general weakness in the linguistic learning and diagnosing those who have limited linguistic intelligence from those who have high linguistic intelligence. The purpose of this is to remedy those who are suffering from a weakness in improving the linguistic skills and in turn, directing those who have high linguistic intelligence to get benefit from their intelligence in their learning and creative life. The research aims at constructing a norm-measure for measuring the linguistic intelligence for the primary stage learners. The research is limited to the pupils of this stage for the academic year 2011 and to the main, sub and minor linguistic skills, the researcher has considered this measure the instrument of his research as it is the most widely using one in discovering about properties and the most precise evaluation tool. After constructing this measure, it has been exposed to a jury member of (18) experts and the agreement ratio (80%) of jury, s opinions on each item has been adopted. The measure consists of four main skills. Each skill contains sub skills and each sub skill includes many minor skills and as follows: 1) reading skill consists of (4) sub skills. Vocabulary interpretation skill includes (7) minor skills. Vocabulary analysis skill contains (4) sub-skills, understanding skill contains (11) sub skills and reading for study skill includes (10) sub-skill. 2) Writing skill contains (30) sub-skill. 3) Listening skill contains (6) sub-skills that are representative by skills that includes (16) minor skill, (classification skill) that contains (3) minor skills and the (special skills) that includes (14) minor skills and (listening evaluation skill) that includes (5) minor skills and (content validity judgment skill) that consists of (4) minor skills and (inductive thinking skill) that includes only (2) minor skills. 4) Speaking skill that is representative by (18) sub-skill. At should be noted that the researcher has got benefit from the resources and experts in the specification of the measure, s items. The researcher has recommended the teachers, educationalists and the researchers to get benefit from this measure for making developmental, evaluative, diagnostic and scientific movement towards the issue of linguistic intelligence for its importance in specifying the general intelligence and its role in creating the gifted and brilliant persons and in the different sciences.
