The aim of the research is to develop the basic skills necessary to produce instructional video At the fourth-year students in computer teacher Preparation Department, Faculty of Specific Education, Port Said University, proposing a flipping learning model that is most appropriate for learners to acquire these skills, And the identification of open learning courses tools that are the most appropriate tools to be used in a flipping learning environment, To achieve the research objective, research follows the methodology (Descriptive survey, systems development) In the study, analysis and design phase and Experimental method When measuring the effect of the independent variable (Open educational course tools in a flipping learning environment)The dependent variable Actor in Video Production Instructional Skills, The study sample was divided into three experimental groups, The first content was presented through the tools of the proposed open educational course in the flipping learning environment, The second content was presented only through the proposed open educational course tools, and the third was presented only through the flipping learning environment, The researcher used an achievement test to measure the cognitive aspect of the educational video production skills, and a observation card to measure the production skills of the instructional video. The results showed that there was a difference between the scores of the three experimental groups in the post-application of the achievement test for the first experimental group and the difference between the scores of the three experimental groups in the post-application of the observation card was in favor of the first experimental group. The researcher recommended benefiting from the educational course that was designed, produced and presented in the current study in the field of e-learning / distance education to help students especially expatriates not to drop out of school for a long time.
