هدفت الدراسة الكشف عن معوقات تطبيق التخطيط الاستراتيجي في الجامعات الأردنية والتطلعات المستقبلية لتجاوزها. وقد تم إعداد استبانة مكونة من (45) فقرة موزعة على (4) مجالات وهي: المعوقات البشرية، والتنظيمية، والتقنية، والمالية. وبعد التأكد من صدق الأداة وثباتها، طبقت على عينة قوامها (450) عضوًا تم اختيارهم بالطريقة العشوائية البسيطة. وقد أظهرت نتائج الدراسة أن المعوقات التي تحول دون التخطيط الاستراتيجي في الجامعات الأردنية كانت بدرجة (متوسطة - كبيرة)، جاء مجال المعيقات المالية بالمرتبة الأولى، في حين جاء مجال المعيقات البشرية بالمرتبة الأخيرة، ووجود فروق ذات دلالة إحصائية عند مستوى دلالة (α=0.05) لصالح الجامعات الحكومية، وجاءت أهم التطلعات المستقبلية للتغلب على هذه المعيقات "مشاركة العاملين في إعداد وتنفيذ الخطط الاستراتيجية". في ضوء تلك النتائج توصلت الدراسة إلى العديد من التوصيات أهمها: ضرورة العمل على إزالة المعوقات المالية من خلال اتباع عدة إجراءات. The current study aims at identifying obstacles of applying strategic planning at Jordanian universities and the future aspirations to overcome such obstacles. A questionnaire consisting of (45) is prepared, developed and divided into (4) areas including human, organizational, technical and financial obstacles. Having verified the validity and reliability of the instrument, the instrument is applied to a sample of (450) members selected randomly. The results of the study show that the obstacles that prevent the strategic planning at Jordanian universities are (average to high). The field of financial obstacles has ranked first. The field of human obstacles has ranked last. There are statistically significant differences at the level (α =0.05) for public universities. The most important future aspiration to overcome these obstacles is "the participation of staff in preparing and applying strategic plans". In the light of these findings, the study reveals many recommendations. The most important ones are the need to eliminate financial obstacles through following many procedures. (Published abstract)
