The hopes for education for the intellectual and technical revolution in the State of Kuwait meet the aspirations of the new vision of Kuwait for the year 2030. Based on the pillars of quality education can be available skills and competencies that take the hand of the state towards achieving its hopes and aspirations. The State therefore recognized the great importance of the role of education and the importance of improving its inputs, processes and outputs. There has been growing interest in contemporary approaches to the creation of quality in the field of education. In order to improve the administrative process in schools and to cope with the recent trends and address the administrative problems facing the school process. In order for the school to initiate the development process, a modern management philosophy is required to manage these schools. This philosophy is based on the introduction of TQM as a way to increase production and the productivity of the tremendous success achieved in economic and educational institutions, and the most noticeable and tangible changes in terms of efficiency and effectiveness in performance and production in many institutions that took this method.
