يهدف البحث الى التعرف على دور التخطيط الاستراتيجي في تطبيق ونشر ثقافة الجودة الشاملة في المديرية العامة لتربية القادسية، ولتحقيق هدف الدراسة استخدم الباحث المنهج الوصفي التحليلي، واجرت البحث على مجتمع مديري المدارس الثانوية في محافظة القادسية والبالغ عددهم (288) مديراً ومديرة، وتم اختيار عينة البحث بالطريقة العشوائية والتي بلغت (179) مديرا ومديرة، تم بناء اداة البحث (الاستبانة) المكونة من (70) فقرة، موزعة على ثمانية مجالات، وقد تم التحقق من صدق الاداة وثباتها، اذ بلغ معامل الثبات (82%)، وتم تطبيقها على عينة البحث، واظهرت النتائج ان : 1) لا يوجد دور للإدارة المدرسية في تطبيق ونشر ثقافة الجودة الشاملة وفق التخطيط الاستراتيجي. 2) ان واقع تطبيق جودة التعليم من قبل مديري ومديرات المدارس الثانوية في محافظة الديوانية كانت ضعيفة حيث بلغت قيمتها (2,36)، ومن اهم التوصيات التي جاء به البحث هي: 1) ضرورة تطبيق ونشر ثقافة الجودة الشاملة وفق التخطيط الاستراتيجي وأن يؤمن جميع العاملين بالمؤسسات التربوية بإدارة الجودة الشاملة وبالخصوص مديري المدارس والمدرسين. 2) تطوير الإدارة المدرسية والعناية باختيار المديرين، وإعطاء المزيد من الاستقلالية الإدارية والتربوية للمدرسة وجعلها مسؤولة عن مستوى أدائها عن طريق تطوير معايير أداء وطنية. 3) اقامت علاقات تعاون استراتيجية مع منظمات دولية ومحلية متخصصة في جودة التعليم للتحسين والتطوير المستمر والتدريب وفق الاساليب الحديثة وتقديم الاستشارات. The research aims to identify the role of strategic planning in the application and dissemination of the culture of total quality in Al Qadisiyah General Directorate of Education. To achieve the objective of the study, the researcher used the analytical descriptive method. The research was conducted on population of secondary school principals at Al Qadisiyah governorate. The population of the study was composed of (179) male and female principals out of overall actual number of (288) male and female principals applicable in the governorate. The research tool (questionnaire) was constructed with (70) items, distributed over eight fields. The reliability of the tool was verified and its stability reached 82%, which has been applied to sample of the study. The study results indicate: 1) There is no role for the school administration in applying and spreading the culture of total quality according to strategic planning. 2) The reality of applying the quality of education by the principals and principals of secondary schools in Diwaniyah Governorate was weak, at a value of (2,36). The main recommendations of the research are: 1) The need to apply and disseminate the culture of total quality according to strategic planning, and to ensure all employees of educational institutions believe in the total quality management, especially the principals of schools and teachers. 2) Developing school administration and caring of the selection of managers as well as giving more administrative and educational autonomy to the school to make them responsible for the level of performance by developing national performance standards.
