Through the approach of skills and through physical education and sports and through the data and information that I collected by teachers of physical education and sports different stages of national education finds that the assessment of skills in the middle of the conditions of study of this article is to assess the natural personal abilities of student rather than an assessment of skills appreciated by all students, and through seminars that I attended with the inspectors in the different phases. The study methodology was a descriptive analysis of a sample of middle and high school physical education and sports teachers. I used as a means of investigation to collect data. The direct and general observation and the interview with the teachers concluded the following results: 1) unification of the concept of physical education and sports in the minds of old and new teachers, through an in-depth access to the stages of evolution of physical education and sport through the ages, it has become the so-called physical activity and sports. 2) Without involving physical education and sports in existing political conflicts, and must emphasize the draft program of a group of specialists in the philosophy of physical education and science sports education involving all teachers working in the field through educational resolutions, to face educational and social problems that meet in the field. 3) A real training of students in all moral and psychological, social, physical and kinetic aspects and the development of all moral and social values, spiritual and motor and mental and physical, etc., in the session of physical education and sports through physical activity and sports. 4) Provide facilities and tools and educational tools for teacher education. 5) Increasing the hourly volume to 3 or 4 hours per week, with a coefficient of the material rising to 3 or 4, and this, in order to stimulate the teacher and the student both for perseverance work. 6) A high-level training for teachers and monitor the developments taking place in the field through seminars and scientific forums and training sessions, but must be supervised by specialists in the field (psychology of work, psychology of sport, pedagogical psychology, sciences of education, philosophy of sports physical education, comparative education science, social psychology, sociology, physiology, anatomy, traumatology, sports medicine, etc.) Under the direction of teachers from the Algerian University, which are a lot.
