The study aimed to identify the degree of effectiveness of the decision taking and the adoption of change leadership to the heads of academic departments in the Palestinian universities. It also aimed to study the correlation between the effectiveness of decision taking and change leadership to the heads of the academic departments in Palestinian universities. It detected the statistical significance of differences in estimates to the heads of academic departments for their role in decision making and change leadership, which was attributable to the variables of (gender, educational qualification, years of service, the university). To achieve these objectives, the researcher used the descriptive analytical method, and by using two questionnaires. The population of the study was made up of the heads of academic departments in three Palestinian universities (Islamic University, Al-Azhar University and Al Aqsa University) during the first semester of the academic year (2013 \ 2014), according to data extracted from the personnel department at the universities mentioned above. The questionnaires were administered to a sample of (117) by scanning the overall study population, about (110) questionnaires were recovered with a percentage of (%94). The data obtained were imported into the SPSS program for a series of descriptive and inferential statistical analyses; the findings included: 1( The arithmetic average of all the questionnaire sections for the degree of effectiveness of the decision-taking to the heads of academic departments in the Palestinian universities from their prospective was (4.24) and rated (%84.82), meaning that there was a very high degree of approval. 2( There were no statistically significant differences between the participants’ estimates to the degree of effectiveness of the decision taking due to the variable gender (male, female), or academic qualification (MA, PhD), or years of service (less than 5 years, from 5 years to less than 10 years, from 10 years to less than 15 years, more than 15 years), or the university (Islamic University, Al-Azhar University and Al Aqsa University). 3( The arithmetic average of all the questionnaire sections regarding the degree of practicing change leadership to the heads of academic departments in Palestinian universities from their prospective was (4.01) and rated (%80.27), and this meant that there was a high degree of approval. 4( There were no statistically significant differences between the participants’ estimates to the degree of change leadership due to the variable gender (male, female), or academic qualification (MA, PhD), or years of service (less than 5 years, from 5 years to less than 10 years, from 10 years to less than 15 years, more than 15 years), or university (Islamic University, Al-Azhar University and Al Aqsa University). 5( The existence of a positive medium correlation, statistically significant at the level of (α = 0.05) between the degree of effectiveness of the decision-taking and the degree of change leadership to the heads of academic departments in Palestinian universities. The study recommended the following: 1( Taking reasons for the success of the decision-taking in managing human resources within the academic department by relying on a system of incentives and encouragement. 2( Granting department heads more powers to enable them to update the rules and regulations and to improve organizational structures to commensurate with the requirements of change. 3( Getting benefit from the experiences of international universities to provide advice and consultation to the departments of education, colleges and heads of departments and to apply it in the Arab universities to make a tremendous leap towards innovation and creativity, excellence and quality.
