هدفت الدراسة التعرف إلى المشكلات الإدارية التي تواجه مديري المدارس الثانوية الحكومية في فلسطين، ولتحقيق هدف الدراسة تم تطوير استبانة مكونة من (27) فقرة، وتم التأكد من صدقها وثباتها، ومن ثم تم توزيعها على عينة الدراسة المكونة من (473) مديرا ومديرة من مدراس محافظة (الخليل، وبيت لحم، رام الله والبيرة، جنين، طولكرم). وتم استخدام المنهج الوصفي التحليلي، وكانت النتائج المتعلقة بالمشكلات المادية الخاصة بالمدرسة مرتفعة بمتوسط حسابي وقدره (3.72) وكانت أعلى المتوسطات للفقرات في هذا المجال: (ضيق الصفوف وعدم مناسبتها) بمتوسط حسابي وقدره (4.21) و(شبكة الانترنت غير متوفرة) بمتوسط حسابي وقدره (3.98) و(الملاعب غير مناسبة) بمتوسط حسابي وقدره (3.89). وقد حصل البعد المتعلق بالمشكلات الخاصة بالمعلمين على متوسط حسابي وقدره (3.25) بدرجة متوسطة وكانت أعلى المتوسطات الحسابية للفقرات الآتية: (رواتب المعلمين قليلة) بمتوسط حسابي وقدره (4.15)، و(ازداواج الوظيفة للمعلم (يعمل بعد الدوام الرسمي) بمتوسط حسابي وقدره (3.85)، اما البعد المتعلق بالمشكلات الفنية فقد حصل على متوسط حسابي وقدره (3.8) بدرجة متوسطة، وكانت أعلى المتوسطات الحسابية للفقرات الآتية : (شح الموارد المالية (غير كافية لسد الالتزامات) بمتوسط حسابي وقدره (4.44)، و(مجالس أولياء الأمور غير فعالة (لا تقوم بدروها الصحيح) بمتوسط حسابي وقدره (4.44)، و(ضعف الامكانيات التكنولوجية ) بمتوسط حسابي وقدره (4.22)، وكانت الدرجة الكلية للمشكلات الادارية التي تواجه المدارس الحكومية في المحافظات الشمالية مرتفعة وقدره (3.42)، وقد قبلت الفرضيات الصفرية للدراسة بمتغيرات الجنس والمؤهل العلمي وسنوات الخبرة. وأوصت الدراسة بضرورة العمل على زيادة سرعة الانترنت في المدارس، والعمل على بناء نظام محدد لمجالس اولياء الامور، والتواصل مع الجامعات الفلسطينية ووضع خطة شاملة لتأهيل المعلمين. The aim of the study was to identify the administrative problems faced by the principals of the governmental high schools in Palestine. To achieve the objective of the study, a questionnaire was developed consisting of (27) paragraphs, and its validity was verified and then distributed to the study sample consisting of (473) (Hebron, Bethlehem, Ramallah and Al-Bireh, Jenin, Tulkarm). The descriptive descriptive method was used, and the results related to the physical problems of the school were high with an average of (3.72). The highest averages for the paragraphs in this field were: (narrowness and non-fit) with an average mean of 4.21 and (the internet is not available) (3.98) and (stadiums are not suitable) with an average of (3.89). The teacher-related dimension has an average of (3.25) with a medium grade and the highest mean for the following paragraphs: (Teachers' salaries are low) with an average of 4.15, and (job postage of the teacher) (3.85). The technical problems dimension obtained an average of (3.8) average, and the highest calculation averages were for the following paragraphs: (lack of financial resources (insufficient to meet commitments) with an average of 4.44; Effective (not correct) with an average (4.44), and (twice) (4.22) and the total score of administrative problems facing the public schools in the northern governorates was high (3.42), and the zero hypotheses were accepted for the study with gender variables, scientific qualification and years of experience. Working on building a specific system for parents' councils, communicating with Palestinian universities and developing a comprehensive plan for the rehabilitation of teachers. (Published Abstract)
