The new concept of physical education is that it is developed and continuous process aims to offer a good environment that helps to form the humanistic personality of people .This offers them a chance to get social characteristics of development, and psychological, mental and physical balances according to the goals of the society. Getting such aims in education, we have to point out the school and particularly the teachers of the physical education who they deal directly with students whom they form a random sample of the society. Moreover, the teacher is the responsible to carry out the curriculums till he achieves the educational and learning goals. Many educational experts believe that there is fifteen basic factors in schooling fields in that teacher is the first and most important one. Thus, the physical educational teacher is considered the basic factor in the process of education and learning through directing the sport skills and arising the desire and stimulant for accurate and hard working to achieve educational goals. In fact, the good teacher is that one who prepares his lesson, makes good arrangements in learning the movement skills with much consideration to the social and individual differences of his students during lesson, and finally, does the good choice to the methods of teaching, the style and the variations. Accordingly, that teacher should have characteristics such as cleverness, good knowledge of his subject, and a desire to be in contact with the related modern studies of his field. On the other hand, this teacher must get a quite knowledge of personality for he deals daily with different people paying much attention to the individual differences and how to deal with these differences according to the abilities of each student. He has to renew his information from time to time and be ideal to his students as a leader in building and developing personalities, in addition, to be a social pioneer who reflects the values, habits, and beliefs of his culture .He has also to hold the responsibility of non-class sporting and educational activities and supervise them directly in correspondence to students' attitudes. He is responsible to arise the thinking of his students when he prepares a trusty condition that improve the teacher's confidence of himself on one side and the confidence between him and his students on the other side . This research paper tackles a problem of nowadays in the measurement and evaluation field. It points out how this measurement depends mainly on the subjective evaluation in taking decisions concerning the performance of physical educational teacher. This in turn results many decisions that are considered to be frustrated to the new teachers. So, the researchers of this paper thought of a way how to get rid of the subjective evaluation through depending on objective measurement for teachers using statistical evaluation. The research paper aims to build a measurement for teaching skills for physical educational teachers. The paper tackles three aspects; first with human aspect that depends on the specialist sample as specialist supervisor, headmasters and vice headmasters of intermediate and secondary schools. While the second deals with placing aspect as the University of Dayala / The Education Institute in Dayala .The third is the timing aspect that occurred from 2nd, Jan, 2007 until 1st, Sept., 2007.
