The Research Problem is Investigating and organizing time in accordance with available resources and opportunities which the international (Global) and local competing environment is one of the important problems facing most of the individuals and administrative leaderships in particular. This problem exacerbates more in the field of educational management because of the nature of the work and functions of this management whose job is elated in one way or another by the process of modulating human behavior in accordance with the need of the society, as well as the work of the educational management in the second millennium which considers the school manages as educational leaders in the field that faces complex challenges relating to the best investment of time and exerted effort to achieve the best achievement within the technical human, and material resources which the educational leader deals with in the educational institutions. The importance of the research comes from the importance of time in educational management as specialized knowledge concerned with forecasting current development and future needs and refining the habits, values, and practices and building compatibility system among all the innovative changes in society which gets along with the educational, scientific, vocational, and technical performance which achieve the best investment and developing of the human, material, and cognitive resources to maximize material and moral profits to achieve the aims that get along with the ideology of the stage and the specific objectives. All this should be within the right investment of time. The Aims of the Research: 1) Identifying time management and the leadership of the primary school managers in the center of the city of Kut. 2) Identifying differences significance in time management and the leadership ability according to sex variable and service 5 years and less-more than 5 years. 3) Identifying the relationship between time management and the leadership ability of primary school managers in the center of the city of Kut. Research Limits: All the school male and female assistants in primary schools distributed according to sex and service 5 years and less-more than 5 years of the study year 2016-2017. Procedures and Methodology of the Research: 1) The Methodology of the Research: The research depends on the analytical descriptive method. 2) The Community of the Research: is composed of 4590 male and female teachers distributed on 218 schools, 1050 male teachers and 3540 female ones, 218 school managers and 268 school male and female assistants in the center of the city of Kut. 3) Research Sample: The researcher chose the random method 200 male and female assistants about 74% of the main community. 4) The two Tools of the Research: The two tools of the research have been built, time management and the leadership ability, after following the scientific steps to build the tool. Time tool was composed of four fields (planning, organization, guidance, and control) respectively. While the leadership ability was composed of four fields (self-skills, technical skills, human skills, and mind skills) the following alternatives have been put (I agree very much, I agree moderately, I agree a little, and I do not agree). The researchers reached to the following results: 1) The level of time management and the leadership ability of primary school managers was good from the point of view of school male and female assistants. 2) There are differences with statistical significance in time management of primary school managers with the significance level 0.05 due to service variables for the benefit of more than 5 years and there are no differences with statistical significance due to sex variables. 3) There are no differences with statistical significance in leadership ability of school managers due to sex and service variables. 4) There is a correlative relationship with statistical significance between time management and leadership ability of school managers in the center of the city of Kut. Some conclusions, recommendations, and suggestions have been put and concluded at the end of the research. (Published abstract)
