Language importance in the life of peoples and Nations being considered a tool of Expression and a means of understanding and a measure of the urbanization of the nations over alp regress. Arabic Language has two aspects in Linguistic communication (skills), first by the receiver is represented by listening and reading and by the transmitter is represented by speech and writing so proper writing is one of the Arabic Language arts and it is the mainstay of pillars and a main skill. Dictation problem has turned out to be a common phenomenon by the students and some teachers as they are equal in making Alphabet writings mistakes. Besides having no mastery over spelling rules especially concerning "Hawza" and types of multiplicity rules and lack of explanation and training. so the researchers need to consider and go through this problem to identify the students of Basic Educations weakness in applying the rules by writing "Hawza" From their point of view .To achieve the goal of research, the researchers adopted the descriptive research methodology the research community is the students of Basic Education college, university of Diyala .The research sample was (98) male and female student of the third year classes, Faculty, Educational guidance. The research tool was questionnaire design of Forty items and by five scale (strongly agree, agree, sometimes I don’t agree, agree, strongly disagree) and to verify the consistency has been a way of testing and reached (0.88) a very good stability. In order to arrive at the results they used statistical methods (to calculate the percentage of agreement between the views of arbitrators in the validity of the items and person correlation co-efficient and Fisher equation expressing the severity of there son). Frequencies were calculated for the five weights of tool research (strongly agree (5) degrees, agree (4) degrees, sometimes (3) degrees, I don’t agree (2) degrees, strongly disagree (1) degree. And in the light of analysis of the results , has been to draw some conclusions (31) items due to many reasons for the weakness the students in the application the rules by "Hawza" writing as it was ( 1, 6 0 ) as a maximum limit and (1) as minimum limit . In the light of the research results they came to some conclusions. The ability of the students is applying the rules by writing “Hawza" is weak and this due to the weakness of teaching in the intermediate and preparatory schools. The researchers recommended teachers at these schools to pay won attention to the rules at writing ((tamza)) proper writing and vowels. The researchers suggested a comparative study of the difficulties face by the university students in the application of the routes of writing (Hamza) from the pointy view of students and teachers.
