إن التطور العلمي والتكنولوجي المذهل الذي حققه المجتمع الإنساني في القرن العشرين قد أثر بفاعلية على أساليب الحياة في كافة المجتمعات المعاصرة، وقد ساهمت تكنولوجيا المعلومات تحديدا في هذا التطور عن طريق تسهيل سرعة الحصول على المعلومات، وسرعة معالجتها واستخدامها في كافة العمليات لمواجهة متطلبات الحياة المعاصرة، أو متطلبات مجتمع المعلومات والمعرفة الذي طرح قيما ومفاهيم وأساليب جديدة وفرض علينا تحديات قاسية، وتنبأ بصراعات جديدة وأبرز أهمية المعرفة واللغة والثقافة، وأصبح تنظيم تدفق المعلومات يمثل أهم ضمانات الاستثمار لصالح المجتمع، ويحتاج تنظيم تدفق المعلومات على المستوى الوطني إلى اتخاذ التدابير اللازمة وفي مقدمتها قطاع المكتبات والمعلومات وما يتفرع عنه من مؤسسات. ويعتبر قطاع المكتبات والمعلومات بالدول المتقدمة العنصر المحرك لخلق الوظائف الجديدة وتنشيط الاقتصاد، ومن المعروف أن لثورة تكنولوجيا المعلومات أهمية كبرى في تطور مختلف القطاعات الاقتصادية، وأن استغلالها في عملية التنمية الوطنية هو مؤشر على تقدم الأمم وجاهزيتها للدخول جنبا إلى جنب مع الدول المتقدمة إلى الألفية الثالثة. ويعتبر مفهوم التخطيط الإستراتيجي من أهم المفاهيم الإدارية التي انتشرت في السنوات الأخيرة وله علاقة بنشاطات المؤسسات فهو عملية توفير إطار عمل مفيد يمكن من خلاله رؤية المهام العديدة المتعلقة بتطوير المؤسسات المعنية بالمعلومات وإدراك العلاقة القائمة بين هذه المهام، كما تبرز أهمية التخطيط الاستراتيجي للمعلومات كمرتكز أساسي لبناء قطاع مكتبات ومعلومات قادر على المنافسة في عصر المعلومات، وفي هذه الدراسة للتخطيط الاستراتيجي للمعلومات، تم التركيز على عناصر التخطيط الاستراتيجي المتمثلة في الرؤية والرسالة والأهداف والقيم التي يسعى إليها التخطيط في مجال العمل المعلوماتي؛ وتحديد العوامل التي تساهم في التطبيق الصحيح للتخطيط الإستراتيجي وتساعد على نجاحه في الإدارات المختلفة؛ وتحديد أهم التحديات والمعوقات التي تحول دون التطبيق الصحيح للتخطيط الاستراتيجي والأخذ بأهم المقترحات لمواجهة المعوقات. وكل ذلك محاولة للإجابة على التساؤل عن ماهية طبيعة التخطيط الاستراتيجي للمعلومات ودوره في دعم قطاع المكتبات. The spectacular scientific and technological progress, realized by human societies in the twentieth century, influenced effectually life style in all modern societies. The information technology, in particular, contributed in this progress by facilitating the reception of information speed, the speed of its handling and its use, in all the operations to fulfil the needs of the modern life, or the needs of the information society and knowledge which exposed new values, concepts and procedures. It also imposed on us severe challenges. It predicted new conflicts and showed the importance on knowledge, language and culture. It became an affluence system of information that represents the most important investment in benefits of the society. The affluence system of information needs to take necessary forethoughts at the level of the country, mainly in the sector of libraries and information and what derives from it as institutions. As we notice, the sector of libraries and information is regarded, in the developed countries, as the stimulator element in creating new employment and activating the economy. The information technology has a great importance in the development of different sectors of economy and also of the progress of local and the worldwide economy. However, we find that, in developing countries, the sector of libraries and information is still at its beginning. Thus, those countries have to invest in the field of communication and information to get benefits from the information revolution and use it to in the process of the country development. That is the key of the countries’ progress and their readiness to go side by side with the developed countries towards the third millenary. The concept of the strategic planning is one of the most important administrative ones which spread out the last years and has a tight relationship with that of the institution services. It provides an effective work atmosphere that helps see several tasks related to the development the institutions concerned with information and realize the relationship between those tasks. It gathers information about a group of work, the abilities, the facilities, the equipments and the programming, the fund’s investment and temporal bonding which are necessary to all the steps in the process of development. Here then lies the importance of the strategic planning of information as the fundamental centre in building the sector of libraries and information able to complete in the information era. The planning and the readiness and the strategic guidance are tools of the information society and knowledge. In our present study of the strategic planning of information, we focused on the elements of the strategic planning represented by the vision, the message the goals and the values sought by the planning in the field of informatics, to find out elements that contribute to the right application of the strategic planning, helps success in the different administrations, shows off the most important challenges and hindrances that hold back the right use of the strategic planning of information and to get the most important suggestion to face those hindrances. Le progrès spectaculaire scientifique et technologique, réalisé par les sociétés humaines au vingtième siècle, a effectivement influencé le style de vie des sociétés modernes. La technologie de l’information a contribué à ce progrès en facilitant la vitesse de réception de l’information, la vitesse de son traitement et utilisation, dans toutes les opérations pour arriver aux besoins de la vie moderne ou les besoins des sociétés de l’information et les connaissances lesquelles ont exposé de nouvelles valeurs, concepts et procédures. Il a aussi imposé des challenges extraordinaires. Il a prévu de nouveaux conflits et a montré l’importance des connaissances, le langage et la culture. Il est devenu un système source de l’information qui représente l’investissement le plus important au profit de la société. Ce système doit trouver des idées nécessaires au niveau du pays, principalement dans le secteur des bibliothèques et de l’information et ce qui en relève comme institutions. Comme nous l’avons remarqué, le secteur des bibliothèques et de l’information est considéré, dans les pays développés, comme l’élément stimulateur de la création de nouveaux emplois et le développement, comme l’élément stimulateur de la création de nouveaux emplois et le développement de l’économie. La technologie de l’information a une grande importance dans le développement des différents secteurs de l’économie et aussi de l’état du progrès au niveau local et l’économie dans le monde entier. Cependant, nous constatons que, dans les pays en développement, le secteur des bibliothèques et de l’information est encore à ses débuts. Ainsi, ces pays doivent investir dans le domaine de la communication et l’information pour obtenir des prestations de la révolution de l’information et l’utiliser dans le processus de développement du pays. C’est la clé du progrès de ces pays et leur volonté d’aller côte à côte aves les pays développés vers le troisième millénaire. Le concept de la planification stratégique est l’un des plus importants termes administratifs utilisés ces dernières années et qui a une relation étroite avec celui des services des institutions. Il offre une atmosphère de travail efficace qui aide à voir plusieurs tâches. Il rassemble des informations sur un groupe de travail, les capacités, les installations, les équipements et la programmation, les investissements du fonds et l’attachement temporel qui sont nécessaire pour toutes les étapes dans le processus de développement. Ici demeure alors l’importance de la planification stratégique de l’information entant que le centre fondamental dans la construction du secteur des bibliothèques et de l’information pouvant rivaliser dans l’ère de l’information. La planification, la préparation et l’orientation stratégique sont les outils des communautés de l’information et des connaissances. Par la présente étude de la stratégique de l’information, nous nous sommes concentrés sur les éléments de la disposition stratégique représenté par la conception, le message, les objectifs et les valeurs recherchés par le planification dans le domaine de l’informatique, afin de trouver les éléments qui contribuent à la bonne application de la disposition stratégique, qui aident à la réussite dans les différentes administrations, qui définirent les défis les plus importants et les obstacles qui retardent le bon usage du planification stratégique de l’information et pour obtenir les suggestions les plus importantes pour faire face à ces obstacles. Pour répondre à ce qu’est le principe d’origine la planification stratégique de l’information et son rôle au renforcement des bibliothèques. (Résumé de l’auteur)
