Purpose: The purpose of this study was to examine policies and solutions addressing (a) improving education for citizens of the Kingdom of Saudi Arabia and (b) providing alternative instructional delivery methods, including e-learning for those living in remote areas. Theoretical Framework: The theoretical framework of this study was based on the research foundations of government policy related to e-learning, especially to the extent they were theoretically informed and innovative, and was influenced by two theories: diffusion of innovation and commons dilemma. Methodology: The researcher employed two approaches for analysis and data collection. First, this study provided a descriptive narrative of the impact of the policy implementation explored and examined the extent to which they actually have arisen in other countries for potential solutions. Secondly, this research study examined independent variables that may lead to the implementation of a policy of distance learning in the Kingdom of Saudi Arabia. Descriptive statistics such as mean values, frequency distributions, standard deviations, and percentages were used to investigate the benefits of e-learning as an alternative educational method. Findings: Evidence was found that some governmental policy implementations are effectively addressing these issues. The presence of different government policy implementations has shown positive results, with a variety of studies finding that distance educational outcomes can be a strong forecaster of economic growth. Numerous reports stated that the population growth has been effectively impacted by distance learning, with a cultural benefit; e-learning implementation showed a positive effect on environmentally interested citizens in areas where a highly developed successful policy was initiated. Conclusions and Recommendations: The study data support the conclusion that government policy practices in e-learning initiation are more likely to successfully address the remote areas. Further research is advised: to explore the voices of different sectors on government and their impact in the policy development process, to examine the government's impact on education growth, to explore the potential impact of distance learning policy on traditional higher education and traditional faculty positions, to examine multiple models, and to examine private or nonprofit institutions that have become involved in online education process.
