This research aims to design an edu-blog to be used in broadcasting and managing online courses through a training program based on the techniques of broadcast media (podcast) as a model of mobile learning to develop some skills of dealing with an electronic management for the students at the university, and then measure the effectiveness of the proposed program. A training program has designed to develop some skills of dealing with the electronic management for a sample of students chosen randomly from the faculty of science and arts, Al-rass, Qassim University, Saudi Arabia. The training program sessions have been designed as training episodes, broadcasting techniques (podcast) are used in sending the training episodes to the students by using RSS technology after adding feeds to reach students through the iTunes on their mobiles or their personal computer or on their pages on the face book once connected to the internet. A podcast is a series of digital media files (either audio or video) that are released episodically and often downloaded through web syndication. The word replaced webcast in common use with the success of the iPod and its role in the rising popularity and innovation of web feeds. It works to enable access to online contents. With the spread of the smart devices which support the programs of the web, it was necessary to take their benefit in teaching and learning. The researchers use the developmental method, used in the research in the educational technology, to develop the training program and the experimental method in the application of the program to measure its effectiveness. A sample of 44 students are chosen to be one group and applying (pre and post) measurement on the students. The training program consists of 4 modules are presented through 9 training sessions through 13 episodes of podcasts. The effectiveness of the program is measured by cognitive test, about the skills of dealing with the electronic management, by using performance card and identifying the views of the students about podcasting. The results showed positive trend for the student toward using podcast, also they confirmed the effectiveness of using podcast in e-learning. The research recommended the need to take the advantages of the modern technology, which comes with the revolution of the web 2.00, to develop the educational process. (Published abstract)
